Southeast Europe: Utilizing Case Weighting to Improve Judicial Performance

In March, a report that featured the work of NCSC experts was published by the Southeast Europe Regional Cooperation Council (RCC). The report analyzes backlog and delay reduction strategies in six beneficiary countries, as compared to the wider European context. Case weighting systems are utilized to define performance expectations and judgeship and staffing needs. 

NCSC offered specific policy and practical recommendations that have proven effective in numerous, disparate systems, and noted that a one-size-fits-all approach is unlikely to meet with success. NCSC’s work was carried out in partnership with the European Center for Dispute Resolution (ECDR) and the RCC through a project of the European Union.
