Kosovo: NCSC Experts Conduct Field Study to Improve Court Productivity

     

From November 7 to 18, 2016, NCSC Knowledge and Information Services experts Brian Ostrom and Matthew Kleiman traveled to Kosovo to conduct field work for a comprehensive weighted caseload study. The study will redefine the model for determining judicial staffing needs to take into account the restructuring of court jurisdiction that came into effect in January 2014. The expert team traveled to courts around Kosovo to conduct interviews with judges, confirm common case types and events, and validate time estimates for each event in each case type. As a result of the study, a new weighted caseload model will be adopted for use in managing judicial human resources, allocating positions across Kosovo’s court structure, and tracking court productivity.
