NCSC is currently assisting the Nigerian National Judicial Council (NJC) in creating a verified “Software as a Service” (SaaS) electronic mail system for the courts and lawyers in Nigeria. At present, the majority of electronic mail services used by members of the Nigerian legal community are free, insecure services provided by various international information companies. These open systems allow anyone to create an e-mail account and therefore their authenticity cannot be trusted.
The intent of the current project is to create a system where attorneys register with the courts either voluntarily or when they submit a filing, and in turn are assigned a user account verified by the courts. This process will facilitate communications between the courts and practicing attorneys (such as e-filing) by creating a trusted, authenticated electronic identity. In addition, it is hoped that the network will result in more efficient and effective communications between attorneys and their clients to the benefit of the administration of justice in Nigeria. The NJC is currently evaluating project proposals submitted by several major technology companies.
