On November 7 and 8, 2016, NCSC and the Moroccan Ministry of Justice and Liberties (MOJL) organized a high-level, two-day exchange workshop on governance and administrative models for the judiciary. A total of 70 judges and MOJL officials attended the workshop, which was chaired by the MOJL Secretary General. NCSC Vice President Jeffrey A. Apperson provided an overview of key findings and recommendations from the feasibility study on the creation of a new Supreme Judicial Council, conducted earlier in 2016. Mr. Apperson was joined by Chief Justice O’Connor of the Ohio Supreme Court and Registrar General Bilodeau of the Canadian Supreme Court. The workshop provided an opportunity for Moroccan judges and MOJL officials to learn about U.S. and Canadian models of judicial governance and administration and engage in a pragmatic debate about the parameters of establishment of the Council and of the relationship between executive branch ministries, judicial councils, and individual courts.
The Justice Sector Feasibility Studies Program is implemented by NCSC under a cooperative agreement from the U.S. Department of State’s Bureau for International Narcotics and Law Enforcement Affairs. The program was renewed for a year on December 30, 2016 to assist Moroccan counterparts in implementing recommendations from the feasibility studies.
